Mukhtar Ayubaev was appointed head of the Security Service of the President of the RK.
The Senate approved the appointment of Turekhan Koszhanov as a member of the Counting Committee on Control over Execution of the Republican Budget. He has been the chief inspector in the Social and Economic Analyses Department under the presidential administration since April 2004. Has a higher degree in economics, and is a candidate (similar to a Western master’s degree) of economic sciences.
Kairat Abdrakhmanov was appointed as Deputy Minister of Foreign Affairs of the RK.
Mr. Abdrakhmanov has been working in the Ministry of Foreign Affairs since 1993. In the late 1990s and the early part of this decade he was Vice-Minister of Foreign Affairs. From January 2001 he was Advisor and Envoy at the Kazakhstani Embassy in Great Britain. Recently he held the past of Extraordinary and Plenipotentiary Ambassador of Kazakhstan to Israel. Due to his new appointment Mr. Abdrakhmanov was dismissed from the position of the Ambassador of Kazakhstan to Israel as per presidential decree.
As per a resolution of the President of the RK, Erlan Baizhanov was appointed as director of the Information and Analytical Center under the presidential administration.
Madi Umbetaliev has been appointed as the new Vice-Minister of Labor and Social Protection. The previous Vice-Minister, Batyrzhan Ashitov, was dismissed from his position as per a resolution of the government.
Amangeldy Shabdarbaev was appointed as chairman of the Committee on National Security. Lieutenant General Shabdarbaev studied at the KGB school of the USSR. He has been serving in the Department of Security for 30 years. Over the last four years, he headed the Security Service of the President of the RK. He replaces Nartai Dutbaev, who submitted his resignation last week, in this position.
Rakhmet Mukashev has been made chairman of the Committee on Protection of Intellectual Property. Earlier he held the position of first Vice-Minister of Justice of the RK. Nurgaisha Sakhipova and Kaisar Seitzhanov were appointed as deputy chairmen of the Committee.
Arken Arystanov was appointed as chairman of the Agency on Regulation of Activity in the Almaty Regional Financial Center (ARFC). Mr. Arystanov held the position of chairman of the board of directors of Kazpochta JSC from June 2000. Earlier, he worked in the banking sphere of the republic.
Dauren Moldagaliev was elected chairman of the board of directors of Kazpochta JSC. Dauren Tumanbaevich Moldagaliev was born 16th January 1966 in the city of Almaty (Alma-Ata, as it was earlier known). He graduated from the economics department of Moscow State University named for Lomonosov, and is a candidate of economic sciences. He has held managerial positions at Khleb-invest (an investment and pension fund), Kazagroprombank OJSC, Lariba Bank, and ATF Bank. Since 2000, he has worked in Kazpochta OJSC, where in December 2001 he was appointed as deputy chairman of the board of directors. He is fluent in Russian, Kazakh and English.
Dauren Utkelbaev is now first deputy chairman of the board of directors of Kazpochta JSC.
Dauren Bagonbaevich Utkelbaev was born 2nd June 1967 in the city of Almaty. He graduated from Karaganda Cooperative Institute under the Centersouyz with a specialty in financial accounting and analysis of economic activity, and is an economist. He has been working in Kazpochta JSC since 2000, and in 2004 was appointed deputy chairman of the board of directors. His appointment as first deputy chairman of the board of directors of Kazpochta JSC came on 27th February 2006.
Erserik Siirbaev has been appointed as deputy chairman of the board of directors of Kazpochta JSC from 27th February 2006.
Erserik Damenovich Siirbaev was born 16th April 1951 in East-Kazakhstan oblast. He graduated from Omsk Institute of Rail Transport Engineers with a specialty as a railroad engineer, and from Almaty Institute of National Economy with a degree in economics. He is a candidate of Economic Sciences. Mr. Siirbaev has worked at Halyk Savings Bank of Kazakhstan JSC (HSBK) since 1988.
Ramazan Tungushbaev was dismissed from his position as deputy chairman of the board of directors of Kazpochta JSC and has been appointed as managing director.
Kazakhmys PLC appointed Vladimir Ni as chairman of the board of directors of Kazakhmys Corporation LLP. He also holds the position of non-executive member of the board of directors in Kazakhmys PLC.
Mr. Ni has worked as vice-chairman of the board of directors of Kazakhmys Corporation LLP since 1999. In the near future, Kazakhmys is planning to introduce a new independent member onto its board of directors. Meanwhile, Mr. Ni continues working as a non-executive member of the board of directors of Kazakhmys PLC, though he will not be considered as an independent member according to the Uniform Code.
Berik Tolumbaev is now general director of KazTransOil JSC (KTO), where he earlier held the position of deputy to the general director.
Mr. Tolumbaev was born in the village of Burnoe in Zhambyl oblast (south-central Kazakhstan), Graduated from Kazakh State University and from Kainar university. He is a candidate of economic sciences, and has been working in the oil and gas industry since 1999. From 2001 he was deputy general director for goods and transport operations at KTO, and from 2003 was deputy general director for transportation.
Major General Seitzhan Koibakov, head of the Arystan special detachment has submitted his resignation. This follows the murder of Altynbek Sarsenbaev, a famous politician, for which soldiers in Arystan, which is a part of the KNB (internal police) of the RK, were arrested on suspicion of being involved in the kidnapping of Mr. Sarsenbaev and the two people that were accompanying him.
Earlier, the chairman of the KNB, Nartai Dutbaev, submitted a formal request for his resignation.
Serik Seidumanov was appointed as the new deputy akim of the city of Almaty. He replaces Galym Bokash, who held this position from February 2005.
Serik Turarovich Seidumanov will supervise issues of internal policy, health care, education, culture, as well as development of physical culture and sport. He is also responsible for coordinating activities with territorial departments of the central executive bodies and republican legal entities in the sphere of interethnic relations and information.
Nurlan Rakhmetov, managing director of economics and finance at KazMunayGas (KMG – the state-owned oil and gas company) returned to his previous place of work, where he will head the Tax Committee under the Ministry of Finance. Due to this there have been a number of staff rotations in the management of KMG.
Dabiyar Abulgazin has become the new head of the Financial and Economic Department. Previously he was Vice-Minister of Finance, vice president of Kazakhoil, and deputy general director of Kaspiiskaya PFG LLP. Since January 2004, Mr. Abulgazin has worked as managing director for asset management in the joint ventures at KMG. Aset Magauov will now execute Mr. Abulgazin’s previous duties. He is a graduate of the Moscow Academy of Oil and Gas. Earlier Mr. Magauov worked in Tengizmunaygas, in the Ministry of Energy, Industry and Trade of the RK, Kazakhoil, Transport Nefti i Gaza Company, and KMG (where he ran the department on asset management of the state’s shares in the TCO project). At the end of 2004, Mr. Magauov became deputy general director of TengizChevrOil JV, being the representative for Kazakhstan.
Saduokhas Meraliev has become one of the managing directors of KazMunayGas. He worked at the Atyrau Oil Refinery, in the city committee of the Communist party (a Soviet executive branch body), and at the Ministry of Oil and Gas of the Kazakh SSR. From April 1996 to April 1997, Mr. Meraliev was general director of the Pavlodar oil refinery. Later he moved to TengizChevrOil. Since May 2001 he has supervised issues on reconstruction of the Atyrau Oil Refinery, while simultaneously holding the positions of executive director at Kazakhoil and KMG. Now, he has become managing director of the national company on oil processing and petrochemistry, and his responsibilities most likely will include the creation of a joint venture between KMG and CNPC for managing the Shymkent oil refinery.
The oblast and city administrations of South-Kazakhstan oblast have undergone a number of HR changes. Particularly, Umirzak Amet has become the new akim of the city of Shymkent. Earlier, he was akim of the Sairamskii district. The former akim of Shymkent, Galymzhan Zhumzhaev was appointed deputy akim of the oblast.
There were personnel shakeups in the Treasury and Customs Control Departments of the city of Astana. Valentina Satkalieva was appointed as head of the Treasury Department of Astana, while Zhasulan Akhmetov was named head of the city’s Customs Control Department.
Akmambet Madi Kadyrbekuly has been elected deputy chairman of the board of directors of Tsesnabank JSC. He was born in 1975. In 1996, he graduated from the Kazakh State Academy of Management with a specialty in Finance and credit, and has been awarded the qualification of economist. From 1997 to 2000, he worked in the National Bank of Kazakhstan (NBK). From 2000-01, he was at Kazakhstani Company on Management of the Electrical Grid JSC (KEGOK), where he held the position of the director of the Financial Department. In 2001 he headed the Internal audit Department at the State Savings Pension Fund JSC (NPF). Over 2001-02, Mr. Kadyrbekuly was deputy chairman of the board of directors at Eksimbank CJSC. In 2002 he started working at the Financiers Association of Kazakhstan, a public legal entity, in the position council deputy chairman and director on the banking sector, where he stayed until January 2006.
Nurlan Urazaliev was appointed chairman of the city of Astana Territorial Committee on State Property and Privatization.
Petr Il’nitskii, the deputy akim of Karaganda oblast responsible for issues related to energy and utilities, submitted his application for resignation.
Eraly Tugzhanov has been named chairman of the Committee on Religious Issues under the Ministry of Justice of the RK, as established by a resolution of the government dated December 2005. Earlier, he held the position of deputy akim of Karaganda oblast. Amanbek Mukhashov and Kairat Tulesov were appointed as deputy chairmen of the committee.
