Gosman Amrin and Kambar Shalgimbaev, the presidents of the National Innovation Fund JSC (NIF) and the Development Bank of Kazakhstan (DBK), respectively, were dismissed. Askar Sembin and Nurbek Raev have been appointed to their positions, respectively.
Askar Sembin has degrees in law and economics, and holds a MPA degree. During 2002-04, he worked as managing director and first vice-president of the DBK. From January 2005 up to March 2006, he headed Ordybasy Corporation. Later on, Mr. Sembin was appointed deputy chairman of the Agency on Regulating the Activity of the Almaty Regional Financial Center.
Nurbek Raev has a MPA degree. He has worked in the representative office of the European Commission. Over recent years, he held the position of deputy chairman of the board of the directors at the Center of Marketing and Analytical Research JSC.
Gosman Amrin was appointed as advisor to the chairman of the board of directors of the state-owned Kazyna Foundation for Sustainable Development JSC. In various years, he has worked as Vice-Minister of Defense, responsible for financial and economic issues, as deputy to the secretary of the Security Council, as president of the Center for Engineering and Transfer of Technologies JSC, and as First Vice-Minister of Industry and Trade. Mr. Amrin held the position of head of the National Innovation Fund from December 2004.
Dulat Bakishev was appointed as Plenipotentiary Ambassador of the RK to South Korea. He replaces Darkhan Berdaliev in this position.
Hoerst Peters was appointed as vice president of aluminum business at En+. Before joining En+, he held the position of in the European aluminum industry. As per corporate management procedures, Mr. Peters’ responsibilities will include issues related to realization of the strategy on management of capital investment into the aluminum assets of En+.
Viktor Yazikov has been named managing director of the uranium division of En+. Before joining En+, he held the position of first vice president of Kazatomprom. Mr. Yazikov’s responsibilities include management of the company’s projects in the atomic energy sector.
Musin Khoblandy was dismissed from the position of deputy of Presidential Affairs, and is due to transfer to another position.
At a special meeting on April 26, 2006, shareholders of CPC-R and CPC-K (organizational divisions of the Caspian Pipeline Consortium, CPC) elected Vladimir Razdukhov as the new general director of both companies. Earlier, he was deputy general director of Zarubezhneft OJSC. Mr. Razdukhov’s candidacy was proposed by the Russian Federation.
Maulen Ashimbaev was elected as chairman of the board of directors of Khabar Information Agency. Gulnara Iksanova, who had been chairman earlier, was elected as general director and managing director.
Zhanbolat Murzalin was appointed head of personnel under the Akim of Almaty.
Murzalin, Zhanbolat Ahatovich was born in 1974. He graduated from Aktobe Pedagogical Institute, and has received a higher degree from NSU. From January 10, 2004 Mr. Murzalin headed the Supervisory-Inspection and Human Resources Department under the city Akim of Almaty, and later on managed the Internal Policy Department of Almaty City.
Aida Balaeva was appointed director of the Internal Policy Department of the city of Almaty.
Balaeva, Aida Galymovna was born in 1974. From May 2004 up to March 2005, she acted as deputy head of the Information Department of Almaty under Ministry of Information of the RK. From March 1, 2005, Ms. Balaeva was first deputy director of the Internal Policy Department of Almaty.
Serik Baimagambetov is now head of the Law-Enforcement and Court System Department in the administration of the President of the RK. He has been dismissed from his position of deputy chairman of the Agency for Fighting Economic and Corruption Crimes (the financial police). Mr. Baimagambetov replaces Marat Abulhataev in this position.
Askar Myrzakhmetov was appointed Plenipotentiary Ambassador of the Republic of the RK to Uzbekistan. Previously, Tleukhan Kabdrakhmanov held the position.
Beibit Isabaev was dismissed from the position Plenipotentiary Ambassador of the RK to the Islamic Republic of Pakistan, and has been appointed Plenipotentiary Ambassador of RK to the Republic of Turkey.
Nurmakhan Isaev has been appointed chief prosecutor of Pavlodar oblast. Earlier, he was senior councilor of justice.
Isaev, Nurmakhan was born in 1956. He has worked in the Prosecutor’s Office since 1978. He held the positions of investigator in the District Prosecutor’s Office, of district chief prosecutor, of deputy chief prosecutor of Almaty oblast and the city of Amatym, and of head of the Department of the General Prosecutor of the RK. Before being appointed as Chief prosecutor of the Pavlodar oblast, Mr. Isaev worked as first deputy to the Astana city chief prosecutor.
Mukhtar Zhorgenbaev is the new chief prosecutor of Almaty Oblast. From March 2003 up to the current appointment, he worked as chief prosecutor of South-Kazakhstan oblast. Sattybek Ongarbaev, the former chief prosecutor of the Almaty oblast, was appointed chief prosecutor of the Central Regional Transport Prosecutor’s office of the RK.
Marat Akhmetzhanov, a 42-year-old state councilor of justice of the third Category, has been named as the chief prosecutor of South-Kazakhstan oblast. Earlier, he was the chief prosecutor of Pavlodar oblast.
Adilbek Dzhaksybekov, head of the Presidential Administration, is to lead the board of directors of KazMunayGas JSC, replacing Lyazzat Kiinov, Vice-Minister of Energy and Mineral Resources, in this position.
Dzhaksybekov, Adilbek was born in 1954 in Kostanai oblast. In 1977, he graduated VGIK, from the Industrial Output Planning Department under the Moscow Institute of National Economy named for G. Plekhanov. He is an economist and candidate (a local degree equivalent to a master’s diploma) of economic sciences.
From January up to October 1996, he was a member of Senate of the RK, a member of the Committee on Legislation and Court and Legal Reforms. From October 1996 up to December 1997, he supervised issues of Reforming Enterprises and the Transfer of the Government to the city of Akmola , while in the position of first deputy to the Akmola oblast Akim. From December 1997, he was Akim of Akmola (From May 6, 1998- Astana). From June 2003, Mr. Dzhaksybekov held the position of Minister of Industry and Trade of the RK.
Zeinulla Sarsenbaev was appointed Vice-Minister of Environmental Protection of the RK.
Baktybai Kasymbekov has been appointed head of Personnel at the Ministry of Environmental Protection of the RK.
Sanzyzbek Raiymbaev was dismissed from the position of chairman of the Board on Civil Cases under the Supreme Court of the RK, though will continue to work as a judge on the Supreme Court.
Due to the appointment of Sailaubek Dzhakishev as chairman of the City Court of Astana, the Senate of the RK dismissed him from the position of judge on the Supreme Court of the RK.
The Senate elected Musabek Alimbekov as chairman of the board on Civil Cases under Supreme Court of the RK. Until recently, he was chairman of the Almaty city Court.
