Bulat Janasaev was appointed Vice-Minister of Defense of the Republic of Kazakhstan (RK).
Major General Janasaev, Bulat Bakhitzhanovich graduated from the Almaty Higher Military College, the Military Academy named for Frunze, and Almaty State University. He served in the Group of Soviet Forces in Germany, the Siberian Military District and the Internal Forces of the Ministry of Internal Affairs of the USSR and RK. From 1994 he was the commander-in-chief of the Internal Forces of RK, while during 2001-02 he was the head of Republican Guards, after which he again returned to the position of head of the Internal Forces of RK. In 2004 he was appointed as Vice-Minister of Emergency Situations of RK. This February General Janasaev resigned from that position.


 Saginbek Tursunov was dismissed form the position of the combined position of Plenipotentiary Ambassador of the RK to Hungary, Bulgaria, Romania and Slovakia due to a transfer to a new position.


 Temirkhan Dosmukhanbetov was appointed as Minister of Sport and Tourism of the RK.
Dosmukhanbetov, Temirkhan was born in 1949 in Kostanai oblast (northern Kazakhstan). He graduated from the Kazakh Institute of Physical Culture and Kazakh State University. He is a candidate (equivalent to a Western master’s degree) of Pedagogical Sciences. From November 1991, he was President of the national company, Intourist Kazakhstan. As of May 1994 he acted as president of the state tourism company, Yassavi. In 1996 he became Minister on Youth Affairs, Tourism and Sport, and in 1997 he was appointed director of the Tourism and Sport Department under the Ministry of Education and Culture. From November 1997 he worked as chairman of the Tourism and Sport Committee under the Ministry of Education, Culture and Health Care. Then from September 1998 he held the position of Manager of Presidential Affairs of RK. From mid-June 2003 he was Akim of Astana, and as of March 2004 Mr. Dosmukhanbetov returned to the role of Manager of Presidential Affairs of RK.


 Ermukhamet Ertysbaev has been appointed Minister of Culture and Information of the RK (following the reduction of the Ministry of Culture, Information and Sport).
Ertysbaev, Ermukhamet was born in 1956. He graduated from the history department of Karaganda State University with his candidate of Historical Sciences and Ph.D. in Political Sciences, and holds the position of docent. From 1998-99 he was a member of the National Council on State policy under the President of the RK. In March 2002, he was appointed as an adviser to the President of the RK on political issues. In 2006, Mr. Ertysbaev took up the position of Minister of Culture, Information and Sport.


 Bulat Utemuratov was appointed as Manager of Presidential Affairs of the RK, while being dismissed from the position of Secretary of the Security Council of the RK.
Utemuratov, Bulat has since the mid 1990s worked in the diplomatic services, including as Ambassador of the RK to Sweden, as well as permanent representative to the branch of the UN and other international organizations in Geneva. In February 1999, he was appointed assistant to the President of RK on external political and economic issues. In 2003, he worked as secretary of the Security Council of the RK. From November 2004, Mr. Utemuratov headed the National Commission on democratization and civic society issues under the President of RK.


 Ex-chairman of the Committee of National Security of the RK, Nartai Dutbaev has been appointed as head of the Committee on National Security (CNS) Academy of the RK. He replaces Major General Slem Absametov, who ran the Academy from 2002.


 Todd Levy was appointed as the new general director of TengizChevrOil JV. Before this position, he worked as general production manager at one of Chevron’s U.S. divisions in the Gulf of Mexico. Earlier he took part in implementing various Chevron projects in Angola, Australia and Oceania. The former general director of TCO, Alexander Cornelius, will continue working for Chevron in the U.S. in the position of Vice-President.


 Managing partner of Deloitte Caspian, Azamat Erzhanov, will move to the position of the deputy chairman of the board of directors at Seimar Investment Group. He will start executing his responsibilities as of August 1, 2006. During 1990-9, he worked for Ernst & Young in Ukraine. In 1994 and again in 2000, he was given internships in the Ernst & Young offices in Seattle and Chicago, respectively. In 1999, he worked as manager for relations with state bodies at Philip Morris Kazakhstan. From September 2002, he has worked as managing partner of the international audit company Deloitte & Touche. Mr. Erzhanov is a member of the CIS Deloitte Executive Committee, as well as having the degree of Certified Public Accountant (CPA) and his qualification from the Kazakhstani Auditors’ Chamber.


 Kairat Kadyrzhanov was appointed as general director of the National Nuclear Center. The new general director of NNC is a well-known specialist in the areas of the radioactive physical properties of solid bodies and elements, phase and structural analysis of the surface layers of materials, thermodynamics of laminar solid structures, ionic implantation and ionic-plasmatic precipitation, as well as radiation in the ecology and science-intensive nuclear technologies.


 Nurlan Iskakov has been appointed Minister of Environmental Protection of the RK. He replaces Kamaltin Mukhamedzhanov in this position.
Iskakov, Nurlan Abdildaevich was born on March 26, 1963 in Taldy-Korgan oblast. He graduated from Kazakh Pedagogical Institute and did his post-graduate study at KazPTI. He is a candidate of Technical Sciences and Ph.D. in Economic Sciences. He has worked as deputy chairman of he board of director of Kazmetalbank AB, as president of the financial and industrial corporation, Orle, as head of the Small Business Development Department under the Ministry of Economy of the RK, as chairman of the Committee on Pricing and Antimonopoly Policy for the city of Almaty, as state inspector for the Organizational and Oversight Division of the Presidential Administration of the RK, as Vice-Minister of Natural Resources and Environmental Protection of RK, as Vice-Minister of Environmental Protection of the RK. From March 2005, Mr. Iskakov has worked in the role of Head of the State Oversight and Organizational Operations Department in Presidential Administration of the RK.


 James Rutland was appointed senior independent director of Kazakhmys PLC. He had been non-executive director of Kazakhmys PLC as of the time the company gained a listing of the London Stock Exchange (LSE). At present, he is chairman of the Kazakhmys PLC Audit Committee, as well as a consultant and financial director of Osprey Oil & Gas Ltd. Prior to the current appointment, Mr. Rutland worked in various positions, including at Investors in Industry PLC, in the financial group of James Capels, at the Bank of Hong Kong, and with Energy Africa Ltd.


 In Almaty, Serdar Dzhanogullari has taken up the duties of CEO of the company GSM Kazakhstan. Before this appointment, He worked in managerial positions for several years at FinTur Holdings BV, among them that of CEO of a large cellular communications operator in Azerbaijan, Azercell, as well as general director of Moldcell in Moldova.


 Marat Tazhin was appointed as assistant to the President and secretary of the Security Council of the RK, while simultaneously being dismissed from the position of first deputy to the Head of the Presidential Administration of the RK.
Tazhin, Marat Mukhanbetkazievich was born in 1960 in Aktyubinsk. He graduated from the Almaty Institute of National Economy and did his post-graduate school at the Kazakh State University. He is a Ph.D. in Sociological Science, and holds the position of professor. From 1992, he worked in the staff of the President of the RK and the Cabinet of Ministers of the RK. During 1999-2001 he held positions of assistant to the President on national security issues and secretary of the Security Council of the RK. In 2001, he headed the Committee of National Security. In 2002 he was assistant to the President on national security issues and secretary of the National Security Council. From August 2002 up to February 2006, Mr. Tazhin acted as first deputy to the head of the Presidential Administration of the RK.


 Utembaev, Erik Myltykbaevich was made Plenipotentiary Ambassador of the RK to the Islamic Republic of Iran. Until recently, he was Kazakhstan’s representative at the negotiations on issues pertaining to the legal status of the Caspian Sea, and as per a decree of the President of the RK, been dismissed from this position. In the new ambassadorial position, Mr. Utembaev replaces Sabit Tairov, who has been dismissed from the position as per presidential decree, and is due to transfer to another position.
